Guidelines For Voyage=20 Planning

THE ASSEMBLY,

RECALLING Article 15(j) of the = Convention on=20 the International Maritime Organization concerning the = functions of=20 the Assembly in relation to regulations and guidelines = concerning=20 maritime safety and the prevention and control of marine = pollution=20 from ships,

RECALLING ALSO section A-VIII/2, Part 2 = (Voyage=20 planning) of the Seafarers' Training, Certification and = Watchkeeping=20 Code,

RECALLING FURTHER the essential requirements = contained=20 in the International Convention on Standards of Training,=20 Certification and Watchkeeping for Seafarers and the = International=20 Convention for the Safety of Life at Sea concerning voyage = planning,=20 including those relating to officers and crew, shipborne = equipment,=20 and safety management systems,

RECOGNIZING the = essential=20 importance for safety of life at sea, safety of navigation = and=20 protection of the marine environment of a well planned = voyage, and=20 therefore the need to update the 1978 Guidance on voyage = planning=20 issued as SN/Circ.92,

NOTING the request of the = Assembly in=20 resolution A.790(19) that the Maritime Safety Committee = consider the=20 issue of voyage planning in conjunction with its review of = the Code=20 for the Safe Carriage of Irradiated Nuclear Fuel, Plutonium = and=20 High-Level Radioactive Wastes in Flasks on Board Ships (INF = Code),=20 and the Committee's decision that consideration of the issue = of=20 voyage planning should not be restricted to vessels carrying = materials subject to the INF Code but should apply to all = ships=20 engaged on international voyages,

HAVING CONSIDERED = the=20 recommendation made by the Sub-Committee on Safety of = Navigation at=20 its forty-fifth session:

1.) ADOPTS the Guidelines = for voyage=20 planning set out in the Annex to the present = resolution;

2.) INVITES Governments to bring the annexed Guidelines = to the=20 attention of masters of vessels flying their countries' = flag,=20 shipowners, ship operators, shipping companies, maritime = pilots,=20 training institutions and all other parties concerned, for=20 information and action as appropriate;

3.)=20 REQUESTS the Maritime Safety Committee to keep the said = Guidelines=20 under review and to amend them as appropriate.

ANNEX

Draft=20 Guidelines For Voyage = Planning

1.) Objectives

1.1)=20 The development of a plan for voyage or passage, as well = as the=20 close and continuous monitoring of the vessel's progress = and=20 position during the execution of such a plan, are of = essential=20 importance for safety of life at sea, safety and = efficiency of=20 navigation and protection of the marine = environment.

1.2)=20 The need for voyage and passage planning applies to all = vessels.=20 There are several factors that may impede the safe = navigation of=20 all vessels and additional factors that may impede the = navigation=20 of large vessels or vessels carrying hazardous cargoes. = These=20 factors will need to be taken into account in the = preparation of=20 the plan and in the subsequent monitoring of the execution = of the=20 plan.

1.3) Voyage and passage = planning=20 includes appraisal, i.e. gathering all information = relevant to the=20 contemplated voyage or passage; detailed planning of the = whole=20 voyage or passage from berth to berth, including those = areas=20 necessitating the presence of a pilot; execution of the = plan; and=20 the monitoring of the progress of the vessel in the = implementation=20 of the plan. These components of voyage/passage planning = are=20 analysed below.

2.)=20 Appraisal

2.1) All information = relevant to the=20 contemplated voyage or passage should be considered. The = following=20 items should be taken into account in voyage and passage=20 planning:

2.1.1) the condition and = state of=20 the vessel, its stability, and its equipment; any = operational=20 limitations; its permissible draught at sea in fairways = and in=20 ports; its manoeuvring data, including any=20 restrictions;

2.1.2) any special = characteristics=20 of the cargo (especially if hazardous), and its = distribution,=20 stowage and securing on board the vessel;

2.1.3) the provision of a competent and well-rested = crew to=20 undertake the voyage or passage;

2.1.4) requirements for up-to-date certificates and = documents=20 concerning the vessel, its equipment, crew, passengers = or=20 cargo;

2.1.5) appropriate scale, accurate and up-to-date = charts to be=20 used for the intended voyage or passage, as well as any = relevant=20 permanent or temporary notices to mariners and existing = radio=20 navigational warnings;

2.1.6) accurate and up-to-date sailing directions, = lists of=20 lights and lists of radio aids to navigation; = and

2.1.7) any relevant = up-to-date=20 additional information, including: =

2.1.7.1) mariners' = routeing guides=20 and passage planning charts, published by competent=20 authorities;

2.1.7.2) current and = tidal atlases=20 and tide tables;

2.1.7.3) climatological, hydrographical, and = oceanographic data=20 as well as other appropriate meteorological=20 information;

2.1.7.4) availability of services for weather routeing = (such as=20 that contained in Volume D of the World Meteorological = Organization's Publication No. 9);

2.1.7.5) existing ships' routeing and reporting = systems, vessel=20 traffic services, and marine environmental protection=20 measures;

2.1.7.6) volume of traffic likely to be encountered = throughout=20 the voyage or passage;

2.1.7.7) if a pilot is to be used, information = relating to=20 pilotage and embarkation and disembarkation including = the=20 exchange of information between master and=20 pilot;

2.1.7.8) available port information, including = information=20 pertaining to the availability of shore-based = emergency=20 response arrangements and equipment; = and

2.1.7.9) any additional items pertinent to the type of = the=20 vessel or its cargo, the particular areas the vessel = will=20 traverse, and the type of voyage or passage to be=20 undertaken.

2.2) On the basis of the = above=20 information, an overall appraisal of the intended voyage = or=20 passage should be made. This appraisal should provide a = clear=20 indication of all areas of danger; those areas where it = will be=20 possible to navigate safely, including any existing = routeing or=20 reporting systems and vessel traffic services; and any = areas where=20 marine environmental protection considerations=20 apply.

3.) Planning

3.1) On the basis of the fullest possible appraisal, a = detailed=20 voyage or passage plan should be prepared which should = cover the=20 entire voyage or passage from berth to berth, including = those=20 areas where the services of a pilot will be = used.

3.2) The detailed voyage = or passage=20 plan should include the following factors:

3.2.1) the plotting of = the intended=20 route or track of the voyage or passage on appropriate = scale=20 charts: the true direction of the planned route or track = should=20 be indicated, as well as all areas of danger, existing = ships'=20 routeing and reporting systems, vessel traffic services, = and any=20 areas where marine environmental protection = considerations=20 apply;

3.2.2) the main elements = to ensure=20 safety of life at sea, safety and efficiency of = navigation, and=20 protection of the marine environment during the intended = voyage=20 or passage; such elements should include, but not be = limited=20 to:

3.2.2.1) safe speed, = having regard=20 to the proximity of navigational hazards along the = intended=20 route or track, the manoeuvring characteristics of the = vessel=20 and its draught in relation to the available water = depth;=20

3.2.2.2) necessary speed alterations en route, e.g., = where there=20 may be limitations because of night passage, tidal=20 restrictions, or allowance for the increase of draught = due to=20 squat and heel effect when turning;

3.2.2.3) minimum clearance required under the keel in = critical=20 areas with restricted water depth;

3.2.2.4) positions where a change in machinery status = is=20 required;

3.2.2.5) course alteration points, taking into account = the=20 vessel's turning circle at the planned speed and any = expected=20 effect of tidal streams and currents;

3.2.2.6) the method and frequency of position fixing, = including=20 primary and secondary options, and the indication of = areas=20 where accuracy of position fixing is critical and = where=20 maximum reliability must be obtained;

3.2.2.7) use of ships' routeing and reporting systems = and vessel=20 traffic services;

3.2.2.8) considerations relating to the protection of = the marine=20 environment; and

3.2.2.9) contingency plans for alternative = action to=20 place the vessel in deep water or proceed to a port of = refuge=20 or safe anchorage in the event of any emergency = necessitating=20 abandonment of the plan, taking into account existing=20 shore-based emergency response arrangements and = equipment and=20 the nature of the cargo and of the emergency=20 itself.

3.3) The details of the = voyage or=20 passage plan should be clearly marked and recorded, as=20 appropriate, on charts and in a voyage plan notebook or = computer=20 disk.

3.4) Each voyage or passage plan as well as the = details of the=20 plan, should be approved by the ships' master prior to the = commencement of the voyage or = passage.

4.) Execution

4.1) Having finalized the voyage or passage plan, as = soon as=20 time of departure and estimated time of arrival can be = determined=20 with reasonable accuracy, the voyage or passage should be = executed=20 in accordance with the plan or any changes made=20 thereto.

4.2) Factors which should be taken into account when = executing=20 the plan, or deciding on any departure therefrom=20 include:

4.2.1) the reliability and condition of the vessel's=20 navigational equipment;

4.2.2) estimated times of arrival at critical points = for tide=20 heights and flow;

4.2.3) meteorological conditions, (particularly in = areas known=20 to be affected by frequent periods of low visibility) as = well as=20 weather routeing information;

4.2.4) daytime versus night-time passing of danger = points, and=20 any effect this may have on position fixing accuracy;=20 and

4.2.5) traffic conditions, especially at navigational = focal=20 points.

4.3) It is important for the master to consider = whether any=20 particular circumstance, such as the forecast of = restricted=20 visibility in an area where position fixing by visual = means at a=20 critical point is an essential feature of the voyage or = passage=20 plan, introduces an unacceptable hazard to the safe = conduct of the=20 passage; and thus whether that section of the passage = should be=20 attempted under the conditions prevailing or likely to = prevail.=20 The master should also consider at which specific points = of the=20 voyage or passage there may be a need to utilize = additional deck=20 or engine room personnel.

5.)=20 Monitoring

5.1) The plan should be = available at=20 all times on the bridge to allow officers of the = navigational=20 watch immediate access and reference to the details of the = plan.

5.2) The progress of the = vessel in=20 accordance with the voyage and passage plan should be = closely and=20 continuously monitored. Any changes made to the plan = should be=20 made consistent with these Guidelines and clearly marked = and=20 recorded.
